Prior to WWII, the German Army was in need of a new cross country personnel carrier to accompany tank columns for their future mobilised combat tactics. This vehicle would need to convey an infantry squadron, and possess adequate armour protection as wells firepower. After evaluating the quantitive need for this vehicle in their mobilised Army and the German industrial capability of that time, the German Army officials had selected the Sd.Kfz.11 3 ton halftrack as the basis of this project.
With inclining armour plates added to the chassis with two MG34 Machine Guns mounted onto the armoured hull. Fuel capacity was also increased from 110 lites to 160. In order to reduce its height, the steering wheel was modified to a declining position. In addition to a crew of 2, it was able to carry 10 Infantrymen. Other than serving as an armoured personnel carrier, the Sd.Kfz 251/1 served in diverse roles, and was produced into many variants.
On the later Ausf.B adapted strengthened hull structure and an armour shield for the machine gun mount. Since 1940, the Ausf.C model entered service with the German Army, this configuration is the simplest type of all the models and it consisted of one piece armour shield on either side of the engine intakes.
A special modification 251/17 mobile anti-aircraft vehicle was designed for Division Hermann Goering, with a crew of 6, this vehicle was based on Version C and ha=d a platform installed in the original crew cabin to accomodate the 20mm Flak 38. This gun featured a 360 degree turret with the side armour plates collapsible so that the gun could be used against ground targets. This also provided additional working space for the crew.
